to be freedom of speech. It's not a sexual thing, it's a picture! This seems like it'll be a photo scandal that'll last for a long time!

I think Miley Cyrus knows she is photographed every second of every single day
and bottom line is that she needs to always be wearing underwear or she risks
these types of pictures. Very simple and she can't be upset because she knew
exactly what could happen and I'm guessing this isn't the first time she's left
the house commando!
